was established in 1998 as a charitable group following the three year success of NACRO’s Safer Cities project which invested £330k in to community safety work in Rhyl.
STARS delivers a community safety warden’s scheme which provides high visibility patrols, community safety talks and advice sessions, security surveys and the installation of target hardening equipment for vulnerable properties in the Rhyl area.
As a result of the success of the scheme STARS has expanded as a county wide project and has delivered projects throughout Denbighshire.
STARS currently employ a project manager, two community safety wardens, two community safety advisors and a lock fitter and handyman. We are funded by Denbighshire Community Safety Partnership, The Big Lottery Fund, The Millennium Stadium, Scottish Power and Tesco.
We have been able to sustain the project for 8 years by providing cost effective services that contribute to the strategic aims of the local authority, emergency services and voluntary organisations and by delivering a flexible service that incorporates many aspects of safety, reassurance and relationship building.
We work with all sectors of the community ensuring that our projects benefit as wide an audience as possible.
STARS possess the practical and interpersonal skills required to provide a whole range of Community Safety Initiatives in the County of Denbighshire.
With a vast amount of experience in a multitude of community safety areas, STARS approach their work with empathy, sensitivity and reassurance. STARS propose to provide a range of commissioned services on behalf of the Community Safety Partnership and are a branded scheme recognisable to many organisations concerned with community safety in Denbighshire.
The delivery of these services will ensure the sustainability of the strong and successful partnership links that contribute to the overall aims of the Community Safety Partnership.
Community Safety Wardens and 2 Community Safety Advisors employed county wide for 37 hours a week, providing a high visibility presence, reducing crime and the fear of crime, gathering intelligence and engaging with communities and individuals disadvantaged by crime and disorder.
STARS will lead on community mobilisation issues including a campaign to increase the number of neighbourhood watch schemes in the County and by supporting Business Crime Partnerships.
1 lock fitter/handyman employed county wide to secure vulnerable properties, to provide advice and information on safety and security, to promote issues affecting communities and individuals disadvantaged by crime and disorder and to reduce the likelihood of domestic crime.
Junior Wardens Scheme operating in Rhyl and building on the success of the two junior wardens projects which were delivered in Prestatyn. 25 Young People are enrolled on the Rhyl Project. Funding applications have been submitted to the lottery and millennium volunteer fund to expand the project throughout Denbighshire.
Free security surveys on domestic properties. This initiative addresses a range of issues to improve safety and security in the home, reduce fear and will enable the wardens to build relationships with people disadvantaged by crime and disorder and at risk of isolation and exclusion. Target hardening equipment will be provided and installed free of charge. An application to the Safer Homes Initiative is pending.
Community Safety Days continue to offer safety awareness, education and access to STARS services. These currently take place in supermarkets and at partnership events.
One ‘Environment Warden’ employed 30 hours per week responsible for the coordination of community clean ups, being tasked and deployed by the Geographic Crime and Disorder Groups, Elected Members and the Community Safety Team. Work will include responding positively to environmental audits, litter and graffiti removal, management of the alley gate scheme and managing the deployment of the Petard Swift Crime Reduction Cameras. This scheme will provide 1560 hours / 208 days of environmental action.
